The OERR ring road and what it could mean for East Surabaya property

A new ring road through East Surabaya is still under construction — here's what's built so far, and why it matters for property in the area.

East Surabaya keeps coming up as one of the city's most sought-after property areas, and road infrastructure is a big part of why. Alongside the well-known MERR, a newer project has entered the conversation: OERR, the Outer East Ring Road — officially Surabaya's Jalan Lingkar Luar Timur (JLLT).

What OERR actually is

OERR is the commonly-used name for a roughly 16.8 km, 60-metre-wide ring road planned across six East Surabaya districts: Kenjeran, Bulak, Mulyorejo, Sukolilo, Rungkut and Gunung Anyar. Its purpose is to ease congestion on existing routes like MERR and open up better access to Surabaya's eastern coastal area.

Progress so far

Planning dates back to 2015, but construction has moved in stages tied to budget and land acquisition. As it stands, only two short stretches are actually built — 850 metres in Bulak and 400 metres in Mulyorejo — with the rest still in planning or under review. The project is split into three segments, each targeted for roughly a 5-year build; segment 2 (linking Jalan Pantai Ria Kenjeran through to Jalan Raya Kalisari Dharma) is furthest along. In August 2024, Surabaya's mayor proposed shifting the route further toward the outer coastline, a change said to cut construction costs by close to 30%. Reported budget estimates vary by source — from around Rp 6 trillion to Rp 7 trillion — reflecting the project's still-evolving scope. As of April 2025, the original site designation had lapsed and the city was reassessing the route, splitting it conceptually into JLLT (Tanjung Perak to the Surabaya–Sidoarjo border) and a separately named SERR (Surabaya East Ring Road) for the coastal Juanda–Tanjung Perak stretch. Given the project is still evolving, treat the route and timeline as subject to change, and check official city government sources for the latest.

Why this matters for property

New road infrastructure has a well-established pattern elsewhere in Surabaya: better access tends to lift interest — and eventually value — in the areas it opens up, similar to what followed the opening of Park Shanghai in Pakuwon City. Areas along or near the OERR corridor, including Grand Eastern in Sukolilo and neighbourhoods near ITS and Universitas Airlangga, are among those positioned to benefit as the project progresses, along with warehousing areas that would gain an additional distribution route.
